The attached  ic chips came out of old cpu from the 1970's. Is there more value selling them as a collector's item or scrapping them? Thx.

You can try Ebay but if it doesn't work and you can't guarantee them you're gonna have issues
As is they're all 8088/8086 as scrap

Anything in that size range that looks like those three AND has gold legs too will go as 8080/8086
If it has silver legs and gold cap OR is gold leg but missing the cap it will go as 486

Any black no cap silver legs go as ic chips

what kind of ic chip is this?..gold legs and gold inside but a glass panel on top

seriously??? you need to look through them to see what you have... if you have any white chips or white with grey traces, you could have some serious collector value in those chips. careful not to bend the legs though! do you have any pictures?

Being in a bucket; you're probably a bit past collectors value, speaking as a collector.
Though op may be able to sell some here or there for $5-$10 as fillers; as long as he's willing to wait to fill such a need. With very few exceptions if it's not pristine as in no bending in the legs or banding on the caps you're stuck in that sub 10 zone.
The three posted I wouldn't give a second thought; )2 for the lower one and )1 for the other two.
