Would this be considered a telcom board?

This is a close one.
It should make High Tel if you do not remove anything.

Removing the two larger socketed IC's, would drop it to Low Tel or High Per, for sure.

Carefully check the socketed ICs to make sure they're not gold capped bottomed.
