Not sure what category to put these in, im not sure they're quite high grade telecom but they definitely seem better than peripheral, any thoughts would be appreciated.

I have several of both styles.

Boards like these are always hard to classify for me. I would think the gold tab BGAs on the first one would put it in the high grade telecom category, but no gold tabs on the second might not grade as well.

I'd say Peripheral High Grade. The population of IC's is not dense enough to justify telcom.
