Someone stripped a bunch of stuff off it. Originally would have been peripheral or better but now I'm not sure. Atleast mid grade. Not sure if you can get more or not.

looks like flat packs were removed from both boards. The one on the left is mid grade at best, while the one on the right appears to have enough IC population to get peripheral grade. For the board on the left to get peripheral grade, the flashing would need to be of a good quality of gold and be thickly applied.
