This is the front and back of the same board.
it comes out of a tablet.

Low telco

Higher end tablets can do better but this is minimal.
Rockchip puts out some low end processors for low end tablets.
Low end SoC with low end board keeps the scrap low.
On the smaller board 3 quality memory chips and the gold pin ports help bump it out of peripheral given the rest of the population but it cannot go any further.
