Post subject: Gold Finger Card versus edge card with no components

I have a lot of gold finger edge cards with no components are they the same as Gold Finger Card Clean NO Fan NO Sink NO Bracket?

I have seen comments saying that these could be gold finger cards, but to be safe I would send them in as Backplane and hope for an upgrade.
