What qualifies it as that? It is a fiber adapter of some kind.

It’s a SAS controller.
I also am quite sure someone cut the edge off. These are almost always gold finger cards in this layout. The rare exception being a NAS box for a SAS array, Where the board mounts to the bottom of the Box.

Either way this one falls into CD/DVD. SAS boards fluctuate between CD and low telco.
