First time prepping some things TO mail in. First question. Test and buy..what happens if cpu tests bad? IVE HAD THEM FOR A LONG TIME ALL IN A BAG TOGETHER SO IM SURE THERE ARE SOME BAD ONES?

Get a good loupe. Inspect the MLCC's. They get detached easily in a condition like you described. I have been through the same senario. A big lot of Test and Buy CPU candidates in a bag. Results on visual inspection. Nothing. 1 or 2 would make it to submit as Test and Buy. The rest. Scrap. It was easy to see through the magnification of the eye glass. No go. The MLCC were knocked off.
Do your homework before submitting to Test and Buy. You can save Boardsort and yoursef a lot of trouble. A lot disappointment. On both sides.
