What would this go as? And if i remove the capacitors in some of the plastic could i upgrade value?

As strange as this may seem. I evaluate it as Backplane Expansion Board. Why?. Look at the photograph under that category. It does show some IC population. Then listen to the video under the same category. The speaker says an interesting statement. TYPICALLY BACKPLANE EXPANSION BOARDS ARE NOT POPULATED. But. He does not rule them out.
Oh. Having said all that. Yes. The slots better have gold contacts. Or forget Backplane in any way shape or form.

My mistake. I did not see those gold fingers. You may be right. Gold Finger Card.
