I am unsure as to where this board would fall, it measures 24 inches by 15 1/2 inches and is 1/4 inch thick, and weighs in at over 8 pounds. I tried to capture what is on both sides in the pics.

Boardsort's definition of a back plane expansion board, "a board that has multiple finger card slots and nothing much else. "
I do not believe it makes any difference whether it has card slots for expansion or as in your case, grids of pins for expansion. In fact, pins most likely have as much, if not more AU plating. Now a days the connectors in slots are likely to just have the high points flashed with AU.

By looks, it's a backplane, but since there's a healthy dose of gold plating on the contacts, it may pass for telecom.
