On the fence about where these boards would be classed. Top board feels low peripheral but could possibly be high peripheral because the chips are big?
And the lower one seems junky, though I am not sure if resistors are really heavy junk, and the capacitors are numerous but small. Could this one be low peripheral, or is it mid grade?

I believe you have socketed ICs that you would remove on the top board.

For me I would probably throw them in High Peripheral but again I am still learning. I would wait for more seasoned veterans to chime in.

Hello. Austin86? What's your response and evaluations if cutthescrap follows dhill_cb7 response on removing IC's? For High Peripheral on the top board. My suggestion is. DO NOT REMOVE THE ICS. But. Thats just me.

My evaluations are my own opinion

He might as well take all the ICs off at that point and send the board in as a mid grade board. I'D leave them on too.

Removing ICs is a fine art, on some boards you can remove a IC or two and stay in the same class, on others you can't remove any without down grading the board, if OP were to remove the socketed ICs on this board your getting into low peripheral and getting close to mid grade territory.

Here is a good example of a board were one could get away with taking a IC off and not risk down grading the board.

If I had that board I would remove the gold tab flat pack and send the board in as high peripheral.

Looking at cutthescrap's board there is a lot of empty space in the board so removing the ICs will downgrade it.
