No, high grade telecom boards won’t come out of anything consumer grade, most scrappers will rarely if ever run into high grade telecom boards unless they’re specifically dealing with scrap from telecommunications companies or other related fields.
You may be able to swing a low grade telecom grade but honestly if it was me doing the sorting I’d probably instinctually just throw that into high grade peripheral pile. Without knowing where it came from, it looks more like a motherboard pulled from a commercial printer or even a high grade surveillance DVR type unit.
High grade telecom boards are going to stick out when you come across one, they’ll either have a ton of heavy gold plating if it’s something that accepts many plugs or/and it will be loaded to the gills with IC chips. The older stuff will be super heavy for a circuit board because of all the silicon weight from the chips. You can find photos and videos explaining high grade telecom and you’ll always see what looks like an absurd amount of big ICs (especially with older boards) and/or gold everywhere.
