That PCB appears to be coated with a sealant.
Where did it come from?
I believe it may end up Automotive Category due to a sealant.
Unless. Is that just water on it?
If that is just water. Yeah. High Peripheral.
If it is coated with sealant. You may have a problem.

There's definitely a layer of something on it. I don't think there's enough of it to negatively impact the grade. High peripheral seems about right
