First what are the small boards (grade wise)? Second, Should I be pulling the chips off to sell separately. The pins under the Gold cap chips do appear to be gold. The puns under the “Japan” chips do NOT appear to be gold.

All gold cap chip board
Don’t mess with these. Removing the soldered ICs doesn’t help you here as they would be sun CPUs.

These all happen to be well known 松下 packages. Very entry level dedicated architecture ICs. The only thing they have going for them is is caps and silver-nickel alloy pins. The actual die inside is as basic as it gets.
The die is made in Japan. The chip itself is manufactured in the US or Singapore. The latter often carry a Hong Kong label in due for taxation reasons.
