That's a fluke. Backing board for a server unit i think.
Catch 22 for me usually on this stuff. IF you removed the two transformers you MAY get up to telco
But it's at least peripheral as is; So if you don't get telco you're giving up weight.
I've had nortel boards go peripheral, multisocket and telco. This one isn't flashed so my best guess would be

Multi small socket. 3 cpu Card sockets and two scsi over serial riser ports. All controllers and bridge chips.
but I'm guessing... it's hit or miss.
