Do the metal like steal need to be taken off or can It be left on like on cell phone boards?

If you want the best grade/price for your material, generally removing any steel is recommended.

If you want cell phone boards to get that grade, definitely remove steel shields, if it's a piece of steel on a low or midgrade board, it probably won't be worth the effort to remove.
