I realize that the ceramic processor is an AMD K6. But, what about the green board with all the pins?

Also, aside from scrap, what the heck is the purpose of this thing?

It’s a socket adaptor.
They were popular in the pre core era. CPUs were nearly completely compatible up to then in the x86 and and 68K series so some companies made CPUs with an adaptor (Win and AMD) or adaptors alone (IBM, VIA, ADVE).

This would go as green fibre with metal
