Too... borderline and questionable

Bottom is low telco. As it is pictured.

Top one we have a large board. Of middle quality. Two fairly large gold pins connectors. A few ICs and no junk beyond the DC converter
It’s way too big for gold pins connectors. Too out of balance for a peripheral as it is.
Personally I’d pop the two DC converters off and call it peripheral. As in barely.
But it’s so close I’m not totally sold on that.
