Are these both considered IC chips?

Yes, the general rule is 3 or more legs on 2 or more sides,

The exception to this rule are ceramic ZIP/SIP packages, they'll be marked "ICxxx" in the boards silkscreen

BGA(Ball grid array) or "flatpacks" are graded separately, don't have any "legs" instead having an array of solder balls as connectors on the flat underside of the square chips

It’s actually going to be 5+ Minimal on 2 sides excluding ZIP/SIP packages.

If less than 5 pins post a photo.
No manufacturer has produced a resistor or CMC with more than 4 pins. But some ICs like LGA (logic gates, not land grid) have as few as 3 pins per side. +, -, and data.
