The board with gold fingers is also a Wire Wrap board with 2inch long heavy plated gold pins.
The 2nd board is military grade and not a wire wrap board but on both boards the gold capped chips have gold legs. Thanks for any help

Both are the definition of ideal gold cap chip board.
Only because I don’t see anything indicating a wire wrap plane.

On the second board would it be a smart idea to remove all the gold cap chips? They all appear to be in a socket, while on the first board you can't remove them.

Yes but they are not loose socketed. They are through hole and solder in place in-socket or underneath.

If you opt to remove the ICs, for a much better payout, you need to be careful. There’s a good possibility with a board Like this of lead soldier. You also need to completely remove the ICs with pins for 8086 rate.
So you would need to use a desoldering method (solder pen, heat gun etc) in open air/good ventilation, and with a respirator.

Boards like this I’d actually suggest calling Chris or emailing a photo and asking first. See if they would offer a custom quote for a nearly complete gold cap population.
Removing gold caps from these will always be the highest payout but please do so safely.

No your wrong, the wire wrap board the chips come right out, no solder, the military board yes they're soldered
