That depends. For on topic I’m assuming little squares in plastic sockets. On something like a drive controller that shouldn’t be a problem; but the occasion big IC in a large square plastic socket, leave those on. That’s likely the controller that makes them Cd/DVD grade. Generally if it’s in peripheral grade (or better) a single IC isn’t going to kill the grade. I pull bios chips from boards all the time. And will typically pull the single cache chip from magneto-optical (floptical) drives. I don’t ever remove ICs from telco. It’s rude to boardsort I’d its still telco, and risky in I could pull just one more and then have peripheral.
Generally I don’t recommend removing ICs unless they are socketed in motherboards. Or on specific occasions when grading boards in photos here.
