It is true that any board that has a flat back gold corner chip is considered a peripheral?

False. While generally correct, it is definitely not an always.

Lol. For starters most motherboards have them. Oops.
In reality they signify a board that has ‘advanced functionality’ as opposed to breadboard. (Which has its own set of threads).
Generally with a bit of reason seeing them signifies probably peripheral or better, and will always be at or better than mid grade.
